This refer to the statement that sometimes it is better to remain inaction . And only by "inaction" can one be unhurried and get ready. If you had been trying all ways and trying so hard and still does not yield the result you want, perhaps it is time to  do absolutely nothing so call inaction and the answer may reveal itself to you?
