Effective weapon should not be display easily to others just like the fish cannot be taken away from deep water. Personally speaking, i do not like the ideas of the weapons as it may be intepret as a way one would accumulate karma when one harm others . However, this quote can also be used in other circumstances. For example, in a good chess battle where one should not display their effective weapons to others easily. otherwise they might lose an advantage of winning the chess game :)

Do not do harm to others for you shall receive three folds back to yourself.
