The way of heaven is beneficial to all things and not harmful is likened to a plant which does things that benefits all things. A tree for example is known that it provide shelters for the animals. It bear fruits for living things to eat. It may have flowers that make the environment beautiful . It leaves produce oxygen for everyone in the morning and carbon dioxide at night which is for its own purpose (I figure that it maybe even if there are no animals or human in this earth, the tree can survive with the CO2 it produce at night and turn it to oxygen in the morning ) .

In a way, the way of heaven is similar to a plant where it does things that beneficial to all things and not harmful. In the same way, a sage will does things that a way of heaven does as sage follow the ways of heaven.
