This is the probably call ideal environment of a situation a person should live in although i wasn't able to completely understand the final sentence. Overall it mean that when people are content with their food, pleased with their clothing and satisfy with their home and delight in their plain customs, this actually do mean that people will not look at other place greener pasture. Instead they are very content with what they have and thus greed , jealousy of what neighbouring had can be minimise. The neighbouring states are within sight and crowing cocks and barking dogs can be heard probably do mean that the environment is healthy and there are no other pollution or disturbance that causes the dog barks cannot be heard for example. As for the people do not have contact with each other throughout their long lives, which i am not sure about. Perhaps it do mean that if each other do not live so far away from one another, then they no need to keep on having contact and go a long journey for visits, perhaps.
