Personally i don't really understand the entire statement. From my own understanding is that when one know the law of eternal ,one can embrace all, when one can embrace all ,one can be impartial . And a person who can be impartial, the person will know how to govern a country. When know how to govern a country, one can accord with nature. nature and tao are one. when one is being accord with tao, one will free from danger throughout life.

I wonder does this has the same meaning like knowing which season is planting season and which season is harvesting and if plant according to the season ,one will not go starving throughout the year? What is your opinion?
