To govern all under heaven, one usually should not take any arbitrary action. If one tends to do anything arbitrary, one is not qualified to govern all under heaven. While it may seem to be strange, nevertheless it is a necessary requirement to ensure that all under heaven live in peaceful world.

For an example, there is a situation involve where 2 families had a dispute and bring this issue to their chief village. If the chief village is someone who tends to do anything arbitrary, this will bring a lot of conflict as most situations may not end in fair and square and people no longer trust in the judgment of the chief village. If the chief village is someone who always likes to go for war, this may lead the village to be in warring situation with other villages most of the time.
